Tom Litwicki will provide evidence that communities such as Tucson can reduce chronic and unsheltered homelessness through evidence-based interventions, especially the Housing First model. Research from the New York Housing Study, Canada’s At Home/Chez Soi trial, and Veterans Health Administration analyses shows stronger outcomes than traditional treatment-first approaches. In Pima County, where more than 10,000 households experience homelessness annually at tremendous public expense, effective solutions are urgently needed. More than 50 U.S. communities have already ended veteran or chronic homelessness, demonstrating that such outcomes are achievable through proven policy strategies. Comparable success will require sustained investment in affordable housing, expanded low-barrier shelter capacity, and greater access to Housing Choice Vouchers. Coordinated planning and collaboration among government agencies, housing providers, shelters, and community stakeholders are also essential. He’ll explain how Old Pueblo Community Services and its partners are addressing this critical social challenge.
